No. Incisions can be opened by Doctors or nurse only, this is to prevent any risk of infection and future complications. When you open an incision that is already close you are interfering with the wound healing process and the tissue is exposed to bacteria and infection.

Yes, Seroma can be treated in most of the cases, in your case you need to be 100% sure that the tumour you had removed was benign. Lymphatic drainage will help you to reduce the seroma by draining the excess of fluid from the area. I will recommend to talk to your doctor first.
